IBP applies to/receives from U.S. EPA annually CERCLA 128(a) funds to administer IBP and to assess and/or cleanup pipeline sites. There is no application process. IBP tags pipeline projects that might be eligible and reaches out to communities that are interested in utilizing this federal funding.
